Ontario refrigerant leak-test notice and service record

In Ontario, every time a technician services or leak-tests refrigeration or air-conditioning equipment, O. Reg. 463/10 requires a service record, and a leak-test notice attached to the equipment showing the date, the technician, their ODP certificate number and expiry, the employer and the result. Refrigerant may only be added when a notice showing no leak, no older than 6 months, is on the equipment. Records are kept for 2 years.

What the service record must contain

Section 23(1) of the regulation lists what the record covers:

  • Refrigerant bought or obtained for the job, and who it came from
  • Any refrigerant discharged, and why
  • Date of the service, the technician’s name and their employer
  • A description of the work
  • Type and amount of refrigerant used
  • Type and estimated amount of refrigerant recaptured

What the leak-test notice must show

After a leak test, a notice is attached to the equipment (s.23(3)) with:

  • The date of the test
  • The technician’s name, ODP certificate number and its expiry date
  • The employer’s name
  • The result, and if the equipment leaks, a statement that no refrigerant may be added until the leak is repaired

The 6-month refill rule

Section 25 allows refrigerant to be added only if a leak-test notice showing no leak, dated within the last 6 months, is attached to the equipment. If the last notice is older, the equipment needs a new leak test first.

How long to keep it

The employer keeps copies of service records and notices for 2 years (s.23(7)). The owner must be told the result of the leak test.

Common questions

Does this apply to residential air conditioners?

The record and notice rules apply to servicing refrigeration and air-conditioning equipment covered by the regulation. Check the current consolidated text on e-Laws for your equipment type and the exemptions.

Is a printed report enough as the notice?

The notice has to be attached to the equipment. Printing the leak-test section of the record and attaching it is a common way to do it; check that it shows every item s.23(3) lists.
