Tampa backflow test report: SwiftComply and the WAT-P-1 form

In Tampa, backflow preventers are tested every year at commercial properties and every 2 years at residential ones, under City Code Section 26-85 and Florida rule 62-555.360. The certified tester submits the results to the Tampa Water Department online through SwiftComply within 7 calendar days of the test. After a "Notice to Test" letter, the customer has 30 days to get the test done. A device that fails is serviced or replaced and tested again.

Deadlines

  • 30 days from the City’s "Notice to Test" letter to get the device tested
  • 7 calendar days from the test date to submit the results in SwiftComply
  • Failed device: the City’s web page says serviced or replaced within 15 days; the printed WAT-P-1 form says all repairs within 10 days. Plan on 10
  • After a repair or replacement, test again and submit that result too

What the City form (WAT-P-1) asks for

  • Facility name, service address and meter number
  • Device type, manufacturer, model, serial number, size and location
  • Result: pass or fail
  • Check valves 1 and 2: leaked or held, and the differential pressure (psid)
  • Relief valve: did not open, or opened at (psid)
  • PVB: air inlet did not open or opened at, check valve leaked or held at
  • Repairs for each part: cleaned, replacement kit, replaced other, replaced device; then the final test
  • Remarks, the tester’s certification statement, name, signature, certification number, company and phone

How often, under state rule

Florida rule 62-555.360 requires assemblies at non-residential service connections to be tested after installation or repair and at least once a year, and those at residential connections at least every 2 years. Tampa’s schedule follows it.

Getting set up

Testers request a SwiftComply backflow account from the City’s page and get login details by email within 48 hours. The City lists registered testers but does not recommend or endorse them.

Common questions

Can I mail the WAT-P-1 form instead?

The printed form still shows a mailing address, but the City’s backflow page says results must be submitted online via SwiftComply within 7 calendar days. Ask the Water Department if you have a reason to file on paper.

Does a house need a test every year?

No. The City’s page lists every 2 years for residential properties and every year for commercial properties, matching the state rule.
